New CAD (and dependents) should be allowed to receive their CAC cards once they receive official orders. This would be a huge help if PCSing and one less task to accomplish once the officer reaches his/her duty station.

What is the reason CAC cards are not being issued when orders are in hand?
@ Chat.....bare w/ me as I attempt to explain. It is my understanding/experience that although orders are in hand, officers cannot get their CAC cards until headquarters enters them into DEERS or another system (I apologize but I do not remember which system). For example- An officer receives orders on March 30, has an active duty date of April 1 (it was understanding that an officer should be able to get a CAC on March 30, or at least on April 1). However, headquarters does not do whatever it is they need to do until on or after the first day of active duty. If an officer goes to a RAPIDS station to get a CAC before headquarters enters them into the system...they will be told that they are not in DEERS and they need to contact headquarters and have them put them in the system.

Ok, I see what you mean. Yes, I think it's reasonable to assume you have been entered into DEERS by your CAD so you can at least start the ID card processing.
